On July 23rd and 24th, the Green Mountain Care Board will hold public hearings on proposed health insurance rates for people who have MVP and Blue Cross Blue Shield plans through Vermont Health Connect.
The companies have yet to release their proposed rates for 2019. However, they have yet to propose a rate decrease. Since 2014, Vermont Health Connect premiums for the 70,000 Vermont residents with BCBS plans rose by a cumulative 36 percent - giving us a preview of what is likely to come.
To add insult to injury, this legislative session Governor Scott has proposed to abolish cost-sharing subsidies that help people on Vermont Health Connect plans afford their co-pays and deductibles. This outrageous move is being directed by Governor Scott's appointee to lead the Department of Vermont Health Access - Cory Gustafson, who's a former Blue Cross Blue Shield health insurance executive.
